Refactor the class extending CLICommand to CLIXXXX for more clarity.
	Pass the MIVersion in all of the class extending MICommand, this is
	necessary some command option will not be accepted depending on the version.

e5baf66734 Fix for 101156: Scanner Info Discovery support needs to allow specification of compiler command. 
New attribute is added to scannerInfoConsoleParser element in ScannerConfigurationDiscoveryProfile extension point schema. No public API has been changed.

e28ba5192f Fix for PR 93573: "[Indexer] endl references are not added to the DOM index" 
Fixed different encoding of functions references vs. declarations in the index.
Applied Devin's patch for PR 101114: "[AST Util] Inconsistent string representation of IType elements" with slight modifications.
Modified JUnit tests accordingly.
