The URL we were using was a milestone location - this location is
the release location. The milestone location has since been deleted.

Without this bump, Eclipse PDE can assume the contents hasn't changed
so will use the wrong baseline.

Other dependencies, such as platform may be updated later in the
dev cycle to increase CDT's minimum dependency version to the 2021-06

Moved handling of "-help" to a new plugin using the same approach as
was used for the JavaCodeFormatter in bug 543363. This mainly allows
to get the help text even if the workspace is missing.

Added a new C/C++ formatter profile called "Unmanaged profile 'CDT'"
(name stolen from the Java formatter) that is basically K&R with the
tweak of maxium line width set to 120 (same width as for .java files).
Added enforcement of the formatter during build.
libspawner.so/jnilib have differences because the re-formatting changes
line numbers and therefore the __LINE__ macro expands to a different
value.
