Switch from the standard Java ProcessBuilder to the CDT CommandLauncher
for new style core build projects.
The CommandLauncher uses a more sophiscated mechanism for watching the
spawned process allowing us to interrupt the process when the user hits
the stop button on the launchbar by properly listening to a monitor.
The change adds new API to CBuildCongifuration that takes a progress
monitor, and changes all the affected build configuration types to use
this new API.

This mostly is using diamond operator, but includes
adding missing @Override and organizing imports and
applying formatting improvements in the JDT formatter.

The CDT Cleanup profile had a bunch of extra cleanups applied to it, this
prevents running the CDT cleanup profile manually to simulate running the
save actions on all Java files

All the about.html files are updated, so every bundle that hasn't
already had a bump in 10.7 needs one now

Newer Tycho has a new feature that adds an extra header (Bundle-License)
to every plug-in. This commit includes omitting this new feature
rather than bumping every single version of every bundle in CDT.

Bundles have version bumps due to newer Tycho including newer
JDT compiler which leads to classfile differences.

Terminal and Launchbar are part of CDT so bring their feature
versions to align with CDT. This provides consistent release records and
bugzilla versions.
NOTE: this does not change Bundle Versions which continue to be
versioned based on Semantic Versioning.

We had linux-g++-64. But with Ubuntu 18.04, when you install Qt5
you end up with linux-g++. This simply add that and doesn't specify
the architecture so should work for both 32 and 64 bit.

The previous alignment of all the warnings/ignores
led to too many warnings that weren't there before. This
commit relaxes them a bit.
The core/org.eclipse.cdt.core/.settings/org.eclipse.jdt.core.prefs
is still the "master" copy, with
releng/scripts/check_code_cleanliness.sh containing the
exceptions that apply to test plug-ins.

Some files which has other cleanups applied meant they needed to be
reformatted again. e.g. the removing of type parameters shortened
some lines of code that meant the wrapping changed.

These were inserted in the past automatically by Eclipse but
newer tooling makes them redundant.
These were removed by doing a global find/replace on *.java files
using the following regular expression:
