Fix for 140118. Use the getLocation on the working copy's resource to the the correct filename. Also, make sure we return a null code reader when trying to include a file that's not there.

1be823b03c
Changed the way Strings are stored in the PDOM to support strings larger than the Chunk size. Added support for Macros and the use of them when skipping over header files (i.e. don't skip the macros). Upversioned the PDOM to kick off reindexing.

Make 2 makefile generation changes dealing with quotes and Echo:
...
1. Use double quotes rather than single quotes around paths that may contain special characters
2. We used to Echo a command and then issue the command prefixed with "@". Now we just issue the command and let make echo it.
