Bug 561343: org.eclipse.cdt.debug.gdbjtag has no source, so don't attach it

Browse source 
org.eclipse.cdt.debug.gdbjtag in the root pom.xml is explictly excluded,
but it seems that the local exclude is needed too:
bc9ecdad17/pom.xml (L739)
